Would this fabric keep wetness off baby's skin like regular fleece or does it need a fleece lining to keep baby dry? TIA!

It is an absorbent fabric, just like hemp or cotton fleece (think sweatshirt material). So, no, it doesn't keep baby dry. For stay dry fabric, you need synthetic fleece (microfleece), Malden Mills being the most popular, but stuff from Joann's works, too.
