legal question (introducing phil. exemption)

I have decided to take some action in obtaining a philosophical exemption for my state (NC) and I am just wondering how to go about it. Do I contact my senators, draft a petition, where to start- aughhhh! I don't know how much help my senators will be. Dole is Ms. Red Cross and Edwards is too busy campaigning to answer any of my other correspondences. But I am going to try, any ideas?

First is working on getting people in your state together to agree on this issue.Contact the people at PROVE in Texas and see what they did to get it going.Does your state have any sort of support group or web pages yet?
