Nope. They're babies. 
We do go to some parent-present playgroups, and one of those playgroups we've gone to in the past did happen to have been put on by the local Waldorf school. I don't consider a parent-and-child, non-academic free-play session to be "school" though, regardless of where it's held. (However, I found the people at the Waldorf playgroup, particularly the staff, kept pressuring us/having expectations that we'd be enrolling our kid(s) in the school when they were older, even after I made it clear that we're planning on homeschooling and thus not interested in putting our children in school, so we don't go to that playgroup anymore.)
