I found this description:
Prodromal Labor
In a prodromal labor, the early phase of labor (cervix dilates from closed to approximately three-to-four centimeters) is prolonged with contractions that do not increase in intensity.
Prodromal labor can tire you out and use up the energy you will need for active labor and delivery. Try alternating activities such as walking or showering with periods of rest to conserve your energy. While resting you can also drink fluids, watch a movie, or listen to music until you progress to a more active labor. Your physician or midwife may suggest prescribing medication to help you sleep, which can cause the contractions to become stronger and your labor to progress.
The hard part of PDL is that the cntrx are often strong, but not efficient, and they don't become more regular or intense. The only good thing about it is that generally, active labor & delivery are faster as a result. When my labor finally kicked in, I went from 4cm to delivered in an hour and a half.

The challenge really is fatigue--
i had two weeks' worth, and I don't think I've ever been so depleted in my life. If this is what you're experiencing, get as much rest as you can; it will pay off postpartum.
