I'm a product designer so my job is to come up with designs for companies to manufacture. This is perfect for me because I don't have the patience to make stuff myself. SO visiting this forum for the first time made me remember an idea I had when ds was a baby and I thought some WAHM might be interested. It's going no where in my head so somebody might as well make some money on it! Here it is:
A windproof stroller blanket. I was thinking just a small lap size blanket that was fleece on one side and rip stop nylon (or some other wind proof fabric) on the other with contrast binding. The fabrics could be tacked together in a few places but I wouldn't quilt it as this would defeat the windproofness. You could get complicated and add tabs or something to secure it to the stroller or the kid as it may be prone to slipping off.
