It depends on what yarn your using. For sport/DK/light worsted weight, I'd say the most common is size 6 (US). For worsted or bulky, I'd say size 8 (US) is the most common.

I use a 6 with fisherman's which is considered worsted.

I recently made a soaker and the pattern suggested using needles two sizes smaller than normally used on that wool and it worked out well. I used medium/heavy worsted and did the ribbing on #4s and the body on #6s. It definitely makes sense to make a guage swatch. I made a fairly large rectangular guage swatch and then I felted it and now I use it as a doubler between cotton layers of diapers.
