Help! Last-minute "foof" for skirt

We are going to a fancy event tomorrow and I have a nice dress for dd but it needs some "foof" (especially since we live in Mexico, foof is important for little dds!). I was thinking of buying some tulle this afternoon and basting it to a strand of ribbon and using velcro to attach it to dd as an underskirt. Or I could just baste it to the inside of the little dress and then remove it for a less fancy look...Any suggestions?!

Need help b/c I don´t own a sewing machine (gasp!) and have only an hour or so alloted to work on it!

Does she own a slip? It will probably work better if you if attach the tulle to that. And then you could totally use safety pins which would be quicker.
