public servants who cannot be bothered

I am having a little vent here.

I have made a number of complaints about a "very sneaky website" as someone else stated www.circumcision.com.au

When making formal complaints to various government departments, they either don't bother replying, pass the buck by suggesting I lodge the complaint somewhere else, or making a comment like "some of the statements on the website can be interpreted in different ways, so on that basis your complaint is dismissed. (On that basis *any* complaint can be dismissed.)
(Despite the website IMO being clearly in breach of the law.)

It seems that circumcision is just too challenging for these people who would rather dream up excuses for ignoring the complaint.

Has anyone any ideas for prodding such people into action?

I don't have any suggestions, but just wanted to bump this, in case others might...

Circumcision is touchy - most politicians/public servants don't want to touch it for fear of offending...
