Sleepover issues

This is referring to my 7 year old ds.

Here's the deal: Ds' friend is pushing for ds to spend the night at his house. Friend has spent the night here for babysitting, but only when his parents were away. For several reasons, I am not comfortable letting ds spend the night at their house. How do I make that clear to the kid without hurting his feelings and what do I do if his parents ask me about it?

W/o needing to know too many specifics, is the problem philosophical, safety-oriented or exposure-to-things-you-don't-like?

Before we moved here, the friend was sexually abused by a slightly older child. He then acted that out with another neighbor. I am only comfortable with them being together where they can be supervised, for that reason.

There are also some mental health issues with family members that I don't want him around.
