sourdough bread question

Hi everyone,
I am attempting to make my first sourdough bread with a culture I purchased from GEM cultures. The directions say to add 1/2 cup flour and water to the culture that it sent and wait until it is bubbly. Well, 9 hours later it still is not bubbly and I am not quite sure what is meant by bubbly. Should I actively see it bubbling like boiling water? How do I know it is cultured properly before I proceed with the next step?

How warm is it in your house? When I started mine I made a proofing box out of a styrofoam cooler and a lightbulb and kept it at a certain temp (I'm thinking 72?) until it activated. You'll know that it has activated because the bubbles will rise and then fall back and you'll see on the side of the container that it has risen.

By bubbling they mean rising like bread flour, probably.
