Toddler safe glue?

I want to make some valentines with my ds. He's only 17mo old though and often puts things in his mouth. What glue would be safe for us to use?

my mom used to say that they would use steamed rice for glue in india. That totally edible. just smoosh and stick.

I was going to suggest the flour and water paste as well, assuming there are no problems with wheat or gluten. The sticky rice sounds like an even better idea!

Also make sure that whatever you're gluing (paper?) is edible as well.

Duh! Why didn't I think of flour and water? And sticky rice sounds perfect for my guy...I can't get him to eat rice for nothing!
