My dd loves to cut paper..But we have exhausted the circles, squares, hearts, etc. And snowflakes..Any other ideas? My dd is only 4..

my dd is 3 and loves paper cutting "scavenger hunts"
i give her a list... (usually just verbal) of items to find and cut out of magazines
we haven't started trying to cut shapes (duh! i never even thought of it) but now i know what we'll be doing tomorrow

we have a book called Papercrafts from www.doverpublications.com it has all kinds of animals and things to create using scissors and paper! 
also there is a Kumon book that is for cutting w/ scissors too. (I got ours from Amazon)

My dd's favorite thing is to cut out shapes in a paper snowflake type way..She could spend HOURS doing it!!

you draw pictures and she cuts them out - or she can draw them too
tin foil
foam sheets (you get them at craft stores)
While on the subject of craft stores, there is a whole world of stencils out there...
plus cookie cutters. She also might enjoy helping you cut dough for pies, celery and other veggies, etc. My little cutter likes those things and he is remarkably safe with them. His preschool class made soup for Thanksgiving and they cut up all the veggies. Cheese is good, too.
Got any left-over wrapping paper? My kids both like to cut wrapping paper. You can also cut out construction paper/cloth shapes and glue them to plain white paper or wax paper or whatever and hang them in a window.
ETA - DS loved cutting snowflakes this year too. He wanted to pretend that it was snowing, so we had to cut out a lot. Our goal was to fill a shoebox with them. When it was done they got under their "tent" and I threw the snowflakes onto them, and they exclaimed how amazed they were that it was snowing on their campsite.
It sounds a little silly and I guess it is! But we had fun and it gave DS an excuse to cut out a LOT of snowflakes.

My ds loves cutting up my fabric and yarn scraps. The pieces of whatever you cut can be used for a collage.

DD likes cutting out pictures form junk mail and catalogues, then gluing them down.
Also we have a couple of pairs of "wavy" scissors which cut different patterns as you use them. The are a bit more fiddly to cut with but she likes those too.
Also getting out the scissors with the play dough for a new cutting experience. Even the plastic ones which don't cut that well work with play dough.
