I have a pair of longies that have too short of a rise for my long torso DS. Is there an easy way I can add a rise to them? Can I use the cast on edge to pick up new stitches and do it that way?

Yep. Just pick up as many as you cast-on so you don't change the elasticity or width of hte opening. Should be fine. I have had to do this on many projects, and aside from the ridge you may have from the cast-on edge, it looks fine.
