How to protect against identity theft that may be happening

Just a few minutes ago DH and I opened our mail box and found our State Return letter opened, even missing a piece on the top left corner, like someone rushed to open it and a piece tore off. The letter inside has our SSN, date of birth, basically everything for Identity theft. How do I go about making sure no one open anything in our names. I check out the Zander Insurance that Dave Ramsey recommends but they say they don't monitor our credit they are just there for when it happens. Is there anything to PREVENT it from happening? Or do I just stand by wait to see if anyone opens something in our name and then pursue them?

Advice Please.

Call up the credit bureaus and put freezes on your reports. No new lines of credit can be opened unless you are contacted to verify that you are indeed trying to open those lines.
