I always thought they were required by law to say breastfeeding is best and they added "ask your doctor" to make it seem more mysterious.

Literature from formula companies are always full of the phrase "ask your doctor." I assume it is because they know most doctors know jack squat about breastfeeding. Advising mothers to ask a LC or LLL Leader, or to use their own common sense, might result in successful breastfeeding, which means less money for the formula manufacturers.
