I always thought they were required by law to say breastfeeding is best and they added "ask your doctor" to make it seem more mysterious.

same here in germany. there's a law for that ("saeuglingsnahrungswerbegesetz", SNWG).

They're not allowed to give out samples or recommed any particular brands.

Literature from formula companies are always full of the phrase "ask your doctor." I assume it is because they know most doctors know jack squat about breastfeeding. Advising mothers to ask a LC or LLL Leader, or to use their own common sense, might result in successful breastfeeding, which means less money for the formula manufacturers.
