Vaccination Waiver refused!!

My GF in California recently tried to get casual day care at the hospital center by the Navy for when she has appts for her son. They told her he had to be up to date with his shots or they won't take him. She informed them of the state laws and that she was able to use either a relgious or philosophical waiver but they insisted it was up to the facility whether or not they choose to accept them...and that they didn't, so get the shots or no care!!!!
This seems absurd to both of us. She told them a state law is a state law and it covers all facilities under that law. They aren't budging. She wants to fight this but not sure what avenues to take.
Does anyone have any experience or advice...or what to do next?

If I remember correctly, private daycares do not have to accept exemptions. The only daycare/schools that must take exemptions have state funding. Can she find out if they have state funding and then print off the law and give it to them?

Is it a military daycare facility? I'm assuming since you said Navy. They do have to accept the exemptions. If they are saying otherwise your friend needs to start going over their heads.

They do not have to accept a philosophical exemption, only a religious exemption. DoD funded programs are federal and take place on federal government property. They are not required to adhere to state regulations regarding vaccine exemptions. They are, however, required to accept religious exemptions, although not because the state says so. It's written into some instruction that we've discussed in detail in the main vax forum. Look up AFJI 48-110. It's the same instruction for each branch - just goes by a different name. Actually, for Navy it's BUMEDINST 6230.15A. It doesn't specifically spell out how one would acquire a religious exemption for their child in DoD CDC, but it DOES say that kids with religious waivers don't have to have their shots. Since it's in the isntruction, it clearly means that religious waivers are supposed to be allowed, not up to the discretion of the bigheaded moron at such and such CDC on such and such base.
