I'm on Long Island and I've always seen the formula in the "baby section" near the pharmacy- soap and shampoo on one side, formula and diapers and sippy cups on the other, OTC meds and vitamins in the middle.

ETA: the formula is not locked up behind a pharmacy or customer service counter, just placed in the "baby section" near the pharmacy.

I've only seen it behind the counter at convenience stores.
