I'm saying that some people, who have been DIRT poor, know that sometimes the "eligibility" requirements can screw over people who actually are in desperate need of social services... and I'm saying that some people who have been so poor they cannot afford even a bag of beans or rice will resort to, at times, desperate measures, even when they know what the possible consequences are.

I'm not saying it's "okay" as in "legal" or "ethically acceptable under all circumstances" ~ only that people who have been poor would likely not have that gut reaction that,
of COURSE it's not ok because it's illegal. Well I'll tell you something ~ stealing toilet paper isn't legal either, and a lot of those of us who have been dirt poor have done it.
