Vintage shops... something 1940s-ish can be a lot of fun, or the flapper look from the 20s.

I had to wear a "formal" dress for an event once and found an amazing Faye Ray style satin sheath dress for about 30 dollars at a vintage shop. I wore that thing everywhere for some years. It went great with boots and a wrap top I knit.

It sounds like your dd has a great fashion sense and is clothing-crafty so second hand or vintage (where she'd need to do a little tailoring) would be a good match.

She tends to wear mostly jeans (which she has written all over - mostly song lyrics, which I don't get, but they actually are kind of interesting looking) and fitted T-shirts, with a hoodie (she has 2 she likes, one all black, one black with pink and white tiny skulls on it that some one gave her for Christmas.) She likes sort of odd accessories - currently she is wearing long white fingerless gloves that lace up with black ribbon that she knit herself. She won't wear shorts, and therefore, no shorter skirts (although she has gorgeous legs!). She really dislikes the baby-doll look, and isn't crazy about more tailored looking things.
We are having one heck of a time finding something acceptable to her. Any brilliant ideas on what kind of store sells something that is not too girlie, not too short, has a bit of funk aspect, and might be acceptable to my girl? We have a month to come up with something!
I don't have a teen, but I NEVER worn dresses, and to this day, I don't wear them. I've always preferred a more masculine/tailored look for my pants and a nice blouse.
With that said, who said she hasto wear a dress? Would she prefer a dress slack. Assuming she is big enough to wear junior size clothing, they have dressy stuff, or like the pp suggested, they do have somethings that might be appropriate at Hot Topic, there used to be another store, similar to Hot Topic, but my Mom Brain is kicking in and I can't remember the name of it. What about a semi dress(cuff) slacks with a tee and a vest, and whatever accessories she likes?

Again, if she didn't want to a wear a dress I would not "make" her, and I'd be willing to go to bat with administration if needed for her also. I think she is viewing this so-called mandatory dress code thing as an opportunity to wear something different - you know, sort of change her image for the day without risk because she can always say "I HAD to wear a dress because of the rules" kind of thing. Anyway, you guys have been great with suggestions. She liked a lot of the dELias stuff, and several other things as well. We are planning a shopping trip for next weekend.

You can totally find a really cool dress. Dressing up can be very fun. I was never a girly girl especially as a teen and I found some VERY cool dresses as a teen mostly at second hand shops. One of which was an all black satin japanese kind of geisha dress and it was very hot. I know the look your daughter is into and something black satin with either pink accents or (as mentioned before) like pink ballet shoes or something. Can be sort of Vampy but classy. I'm not really 'in the loop' as to teen shopping or any chain stores but I might try some cool little boutiques(if you are willing to pay the cash for a really funky cool dress) or try a vintage or thrift shop and check that out, or ask a favour of a really crafty friend, get your daughter to design it and get someone to make it. Could be very cool.
If I still had that awesome geisha dress I would ship it to you, but its disappeared in the 25 million moves and trips since highschool.

good luck!

So to my surprise, dress shopping was not too horrible! Dd decided she wanted something pretty and would just work on feeling more personally comfortable in dress clothes. Here is what she picked: graduation dress photos
I will probably not leave these photos up for long, as I always worry about having my kids pics up - but she just looks so good I had to share!
