Those online bra calculators are good as starting points- but you really need to actually try things on. You could be fuller busted and need a larger cup than you measure for, or be "thinner busted" and need a smaller size. Plus every brand is cut a little bit differently, and even within the same brand, different styles are cut differently and will work better or worse for your particular shape.

If your current bras fit in the cup, then you're likely a 34E/DD or 32F/DDD, which many stores don't even carry. Nordstrom's is a good choice for bra fitting because they're more likely to carry the less common bra sizes than small department stores are. If you have a specialty bra shop in your area, that would be an even better choice. I HAVE had salesladies try to sell me bras that didn't really fit when they didn't carry my size in the store.

Good bras, especially in the larger cup sizes, often cost more than $25. I'd suggest getting fitted, buying ONE bra in the new size, and if it still feels good after a few wearings, order more online from a discounted source.

One issue I've run into as a shorter woman (5'1") with a bigger chest (34D pre-preg) is that some bras that seem to be the right size wrinkle in the cups, which would usually mean the cup is too big--but doesn't always! Often the problem is that the bra is actually made for a taller woman who has more space between her chest and her shoulders. So the style of the bra will make a big difference in the way it fits, too.

The advice I've found most helpful is NOT to worry about what 'size' you are. It's sooo different from brand to brand. Instead, go out and TRY ON a big variety of bras.. and focus on fit above anything else! Most women buy for cup size and don't pay attention to the band.. first things first, try on some bras in a smaller band size and bigger cup.

You need:

A tight-fitting but not too tight (should be very snug, but not uncomfortable) band, that doesn't ride up when you move around.

Straps that adjust to the perfect fit for your height, and don't pull on your shoulders.

Underwires that completely surround your breast tissue, lie flat against your body all the way around, and are completely comfortable (it's possible) - no pinching or chafing.

Cups that support you comfortably, that you don't spill out of, and that don't gap, wrinkle, or strain in spots.

It may take some time, but if you focus on these important requirements, you should be able to find some bras that are right for your very individual shape. Everyone is built so differently. For instance, I have very similar measurements to the OP (just at 30" above, 31" and a bit at fullest, barely 27" below) - and yet unlike her I am quite flat-chested, and my bras are all 30/32 A/AA.

With your small frame, I highly doubt your band size is any bigger than a 34- possibly even a 30 or 32. This is going to make your cup a heck of a lot bigger than a C, as the cup sizes are equivilent in a 38C or 36D or 34DD or 32 DDD/F or 30 DDDD/FF/G. And that list is just a starting point- every brand is cut differently, even different styles can fit very differently within the same brand, and your "the cup seems to fit right" bra could be stretched out, shrunk in the wash, or not fit as well as you think it does.

Victoria's Secret MAY have some 34DDs in stock, but they're more likely to try and sell you something they have in stock that doesn't properly fit. A specialty bra shop, or a high end dept store like Nordstrom's, are much more likely to give you an accurate fitting.
