Help us make a boat that goes!

We're trying to make a toy boat that goes through the water on its own. Not with battery or anything, but I'm stuck, so I'm wondering if anyone can help.

So far, we have a foil windmill stuck with elastic to a plastic mushroom bucket, and I just emailed my dh about finding an old cpu fan to use for a more rigid propeller.

Any other ideas?

My inlaws did some with the kids a few years ago made out of wood, where a rubber band was wrapped around the paddle wheel, wound up, and the tension of the rubber band spun the paddle wheel making it go.
