Help me with some creative ideas on this! 2 yo DS is taking great delight at shrieking at noise-sensitive 4 yo DS. 2 yo DS seems to revel in the ability to make his big brother cry. He does this when he's not getting his way (wants a toy or something that older DS is playing with). We try "use words", ignoring the shrieking (often impossible for older DS). Incidentally 2 yo is extremely verbal and seems to be able to express whatever he wants in words.

We've gone through this with our kids. The 2 yo has some kind of genetic ability to determine what buttons to push, and a tendancy to use this knowledge whenever boredom strikes (read: frequently). We sympathized with the older child, and said how we didn't like it either ('isn't that annoying? I wish we could make her stop!' etc.) and gave her the ear defenders that we usually take to concerts and shows to use during the day.
In a fit of possible bad mommy-ing, I also taught the older (generally obedient to a fault) child to tease back by pretending she couldn't hear the toddler. Boy, that made the 2yo mad!! She didn't come back for punishment often though, once she realized she was on the short end of the stick. I had to defend dd1's right to the ear defenders a couple times, and weather a couple tantrums from dd2, but no worse that what I was already dealing with. And more satisfying with the instigator getting her due
