Hale says in the beginning pages of this book for the "Moderately Safe" category that, "New medications that have absolutely no published data are automatically categorized in this category, regardless of how safe they may be." Hale also expects that a mother will get guidance on what all the different areas of the entry for each medication means - as in, you don't just look at the category, in this case L3, and decide something is safe or not. For many of the medications, Hale also lists alternatives to the entry for a medication.

In regards to whether it is okay to go into a newborn's body, that depends on a lot of things like the newborn's health, other medications, the bioavailabilty of the drug, etc., and those things are listed for each entry. And, what is okay for one newborn may not be for another. All of these things are why counseling regarding what the book says is important.
