Absolutely! Even if her period has not returned. She would ovulate before menstruating, so by the time she saw her first period it could, theoretically, be too late to prevent conception.

My mama had my brother and sister 11 months apart, meaning she got pregnant at around 2 months after my sister was born. She exclusively breastfed my sister and did not have a period between the two pregnancies.
