I put dry steal cut oatmeal in a breadmachine bread mix I made. It made it nice and crunchy. Only I get heart brurn after each time I eat it. Hubby thinks I should not use oatmeal without cooking it first.... Is he right?

I think cooking it in the breadmixer is cooking the oatmeal. Perhaps, next time, soak the oatmeal for a bit before putting it in the breadmixer, so that it is more easily digestible. Have you ever had heartburn with this particular breadmix before? Or with something you ate with the bread?

If you take this question over to the Nutrition section, you'd probably get more answers... but chances are good that you're reacting to the raw oats if this bread hasn't caused this problem before. I would definitely recommend soaking them before putting them in the bread, as that makes them more digestable.
