How do you get on Food Stamps?

Getting on food stamps would greatly help our budget. Both DH and I are unemployed right now, and living off our tax return. Neither of us can file for unemployment because it's the law here that you have to be laid off to get unemployment. Is there another way?

I know in Ohio it's really hard to get foodstamps anymore without one partner actively looking for a job. Just a heads up! Good luck.
