Tell me where I'll find flame retardants

I'm interested to know where all I'll find them besides furniture, sleepwear, electronics, and mattresses.

I'm specifically right now interested in how to tell if they are in off-the-bolt fabrics. I want to make some cloth pads and don't really want to put that stuff down there. I had bought a couple of yards of flannel last year and wonder is it ok to use for that?
