There are a lot of things that you could use, but probably the quickest and easiest is a polymer clay. You roll out a piece large enough for their hand, press hand print into it, trim and decorate (you can use stamps to press designs in it), and then bake it according to the directions. It's not messy at all. I bought some at JoAnn's to make hand/foot prints of ds when he was a newborn.
You could also try homemade play dough, but it will take a couple weeks for it to air dry.
