3 1/2 year old's penis won't retract anymore!

My 3 1/2 year old son's penis used to retract just a little bit, just enough to see the underneath. Lately, I have noticed that it does not retract at all anymore. He can pee okay, but it's just enough for the pee to come out. What happened?? Should I call a urologist?

It is not unusual for this to happen sometimes boys who are retractable at earlier ages may stop being retractable for a period of time. As long as he can urinate with no problems there are no problems. How do you mean just enough? Is this like a pin hole stream or can he is it somewhat larger?

It seems like a big enough hole for pee, but it does seem to get red every now and then too though.

Have you actually seen him pee? It should widen a tad when he is urinating. It may appear smaller if you looked at other times. The redness is not a problem. If is mild irritation this could be do to soaps or other detergents. I think it may also be changes in blood flow.
