Wool shorties for a newborn

I am trying to make wool shorties for a newborn boy, I am struggling with what is the right sizing: raise and waist. I don't want them too big, but I wan them to last. Any advice?

I made a bunch with a 12 inch waist and rise...my little one out grew them in a matter of days!!! For reference, she was 7 pounds 13 oz at birth, so average. My kids tend to stay little for a while, she is still in smalls at 4.5 months, and can wear most of her 0-3 month stuff still. So, for next time, I would make them 14 inch waist and rise. You can always cinch the waist and fold down the excess rise. HTH
