If your grocery bill is high, you need to cook from home more. And start a garden. Most people can garden year-ronud from containers, indoors, fi you don't have access to an in ground plot for your garden. Tomatoes, green beans, peas, lettuce, spinach are all great thigns to grow indoors. If you have the space, you can grow (and preserve by canning, drying or freezing) anything you'd need for a whole year. Obviously fresh vegetables in the middle of winter will need to be bought UNLESS you grow them indoors. but for recipes, using home canned or frozen things will save you money.
