Making pocket stuffers

I want to make my own pocket diaper stuffers. I ordered some hemp/french terry. Right now my DD is in size small dipes. I don't "think" she is a heavy wetter, we use mostly PFs and we have never had a leak.

Would 3 layers of the hemp/french terry be enough? Or should it be more for the pocket stuffers? And I also want to use some as doublers - how many layers should those be?

Is there a difference between stuffers/inserts and doulbers?

What I would probably do is make a 2 layer prefold, that way you can fold it in thirds if you need more absorbancy and they will last through more sizes
