Toys for a 21 month old

Hello everyone!
My DD is 17 months right now but when she is 21 months Im going to be having a baby. The toys she has right now are barely holding her attention and honestly they drive me NUTS. They were all gifted to us and they are all plastic, annoying toys that make a lot of noise. DH suggested redoing all her toys before the new baby comes so that she would have something to play with that would keep her attention when Im busy with the new baby. The problem is for the life of me I can't think of what to get her. She loves to be outside so I thought some kind of jungle gym for the back yard. After that Im stumped. Ive gotten her or was given toys for her that I thought she would love. She plays with them for maybe a day and then ignores them. I have boxes full of toys that she won't play with anymore. Any suggestions for things to hold her attention?

We do go out by the way. We have annual passes to the local gardens, both zoos on the island and getting ones to the aquarium this weekend. Only thing is I don't have a car and with a newborn Im not sure how much Im going to feel like walking around. There arent any museums or places like that around here. I don't feel comfortable with her going to a playgroup since the last two I took her to she spent the time in tears because everyone was spanking and yelling at their kids (she is very sensitive to other childrens feelings and gets upset when people yell/hit their children). I don't allow her to watch TV since she is so young and even if I did the TV holds no interest to her. When DH and I watch videos shes running around playing, not sitting watching them.

i find that my ds is initially attracted to the plastic blinky toy, but what really holds his attention are the simplest of toys, blocks, simple trains and puzzles are a big hit here. congratulations on your babies!

I really like wood toys but we recently got a mr potatoe head (figured my husband would enjoy playing with her with this) and she LOVES it, my daughter is 18 months.

Does she have a toy kitchen?? My daughter loves hers! we have a fancy willowtoys one, but she also plays with a plastic one when I go to my friends house.

Blocks and simple wooden puzzles were big hits with my children at this age. Books, crayons and paper, finger painting. I second the play kitchen. We've had ours since dd1 was 2 and dd1 was a newborn and it has been played with EVERYDAY for the past 2 years.

For outside: maybe a sand box or a sand and water table.

She is also old enough to do simple household things with you. My toddlers always loved to help cook dinner, "sweep" the floor and other tasks that needed to be done.
