the dog tormentor

I also posted this in toddlers...
ds (23 months) is driving my dogs crazy! He just wants someone to play with but they're kinda old and a little scarred. He chases and chases and chases them, he thinks they like it (he's laughing and laughing), it's like a game of hide an seek for him. I've tried explaining it to him, and tell him No! the dogs don't like that but it's just getting worse. Yesterday one dog finally snapped at him and that didn't scare him either, now he runs around yelling dog!bite! (still laughing)
Usually my first approach to a situation is to prevent it but it seems a bit unfair for the dogs to be locked outside, I tell the dogs to hide if they don't want to play but he's gotten to where he'll track them down in the closet or under the bed... there is nowhere to go.
I need advice on how to handle this before he really gets bitten. thanks

Maybe try to convey to him that a big boy like him scares the little dogs and they don't want to be scared, they want to be friends. We've had cats since our boys were little and we would take their hands and just repeat "gentle" and "love" with petting the cats. We also told them not to chase because it scares them like I said above.

I know it's frustrating!
