Actually, that depends. If you are paying someone to spend X amount of time coaching you in standard internet marketing techniques, and you receive what you have paid for, it is not a scam.
If you pay for an information product that teaches you how to market with affiilates, how to podcast, how to use autoresponders, how to setup a blog, etc., and you get what you were sold, it is not a scam.
If you pay for something and you don't receive what you were told that you were buying, then yes, it is a scam.
Before you purchase, I would recommend you look for reviews on the product or service offerered, speak to some people who have used it. You can also do a google search on the product or service. If the product is called Online Business Mentors, do a search for:
"online business mentors" reviews
You can also do a Google search for the site's domain name:
domain.com reviews
That said, if the description is vague and you don't really know what you're buying, I wouldn't recommend buying it.
