I need your help today!

Please help me today. DH and I live in North Carolina and have been matched with three older children from Tennessee for adoption since March. We are a licensed home and have passed four home inspections. We have established a close relationship with the children by consistently visiting, calling, writing the children for four moths now. They call us Mom and Dad. By now, the children should have been placed with us and be living in their new home.... BUT... the North Carolina and Tennessee foster/adopt regulations are not compatable. North Carolina will only allow us to process this through a private agency. Tennessee will only deal with a public agency. At this point, the agencies are down to telling us we should move to Tennessee.

That's the strangest thing I've heard in a long time. Shouldn't surprise me but it does. Why should it matter who does the "talking" in each state as long as everything is completed as it should. Crazy. It's the next state over. Not even the other side of the country.

Doesn't ICPC exist as a federal thing?

Are these children in foster care? Because even a private agency would have to deal with the state if that were the case. It just doesn't make sense!

Yes, shouldn't the ICPC take care of this issue? I mean, I thought that was part of what it was for, to "normalize" the different ways states did things. Have you heard anything else?
