I'm a preschool teacher and the childen in my class are all three years old, though not all potty trained. The other day, I was in the bathroom changing two little boys' pullups at the same time. One little boy is white and circed, the other is black and intact. (Black/white description is nessesary for story.) I changed the first boy first (white, circed), and asked him to go wash his hands while I changed the other little boy's pullup, but he kinda hung around next to us talking. When I had the second (black, intact) boy diaperless, the first little boy was kinda checking out the second little boy's penis. After a minute or two, the first little boy (circed) says, "Hey look!" and I braced myself for what I thought would be "THE QUESTION" for sure, but no, he ended with "your penis is very brown like your legs and my penis is very pink like MY legs! That's cool"

I think it has more to do with A.) education level and B.) insurance. What I mean by that is, it tends to be the more educated people who opt out of it, or at least those willing to do some research, coupled with those who have insurance that doesnt cover it-and in my state, Medicaid doesnt cover it so a lot of low income people also end up leaving their kids intact. Anyone of any color can cover those groups.
