I would refuse all vaginal checks. It tells you nothing, and just gives them another reason to come up with some reason you need to be induced or get a c/s because there is "no progress." It's really quite pointless, unless there is some specific reason you feel you need to know.
I homebirth, and the only vaginal check we ever did was at 41 weeks, 4 days, and that was to strip membranes. It wasn't "necessary," but at that point I wanted to feel like I was doing a little something to move things along without getting into actual natural induction-type things. Babe was born early the following morning... without any more checks, as he came pretty quickly.
Oh, I also don't do the GBS testing, so that wouldn't be a factor for me, either.
