They can't. There was a recommendation like this made a few years ago by the same office and it got rejected after strong opposition from the Drs. I think they are worried about problems like what recently occurred in Italy, back alley circumcision. Of course to my mind they are handling now just as they should be. When discovered the parents are investigated and possibly arrested I see no reason this shouldn't continue (of course I am preaching to the choir).

I just read this article to my hubby, and when I said the part about the child's consent he said, "The child's consent? What are they doing this at like 7 or 8 yrs old?" and then he said "
How do you tell a kid you're gonna chop the end of his pecker off??"
Just had to share his reaction..
But I agree with a previous poster. How you can you get adequate consent from a minor? There's no way they could fully understand. Maybe when they are older like 16 or so.
At LEAST there is that little part in it though, so that there is SOME chance for the child to object (though, they could also be coached/forced to consent by the parents
)

My boss is from Finland and is there right now. I'm going to ask her about this. I had no idea it was illegal there.
