I am looking for a trim pattern for my 4 year old to wear as leggings/tights under dresses. She is quite petite so I am worried about the butt being too big if I just make a longies for a cd. Any ideas? A tapered leg would be ideal

Check out Elizabeth Zimmerman. I think the Knitter's Almanac has a formula/pattern for knitting any size "undergarments" for the legs. And she tells you how to make them footed or end them at the ankle.

I believe knitting without tears has the EZ pattern in it also.
I also have an old cogue knitting that has a pattern for leggings.
I've also done longies with the curly purly waistband to help my skinny minny keep her pants up. Especially with PLing, so she was able to pull up and down her own pants with out having to tie/untie a drawstring.
eta: don't add the short rows to the butt of the pattern. just make sure though that your rise will be big enough.

I used the Butt Knits Basic pattern. These were testers so they I made them with short rows in the back. To make them fit better I would knit them 1" less before beginning the crotch gusset and also make fewer short rows. Maybe do a short row every 8th or 9th round. She LOVES these. I'm getting ready to cast on another pair for her as she insists on wearing pants of some sort under her dresses.
