Sci-fi book fans - help me out?

Okay... years ago, I was told about a sci fi book. I wanted to read it, but forgot the title, and have never heard of it since. It involves parents having no physical contact with their children, babies cared for in "Tenders." Is this ringing a bell with anyone?

This is probably not the book you're looking for, but in Marge Piercy's (fabulous, classic, super good) Woman on the Edge of Time, babies are conceived via IVF and grown in incubators. After that, though, they're cared for by both men and women.

Is it The Giver? Only a few women are picked to give birth and after the babies are born they are cared for in a group with all the other babies born that year and then once a year each child is assigned to a family to raise it.

I don't think it is the book I'm thinking of... but OMG I love Lois Lowry, and am so adding this one to my list! It looks like even if I don't find the one I'm looking for, I found a couple others!

Nope, but I'm thinking the Tenders are like the Hatcheries... and I think I need to read BNW again. It's one of my favorites. Apparently I've got a thing for dystopian novels. I might need to investigate into my psyche a bit.

The only thing I can find that might be it - because the word "tenders" is definitely in the book - is Walden Two, by BF Skinner ... not sci fi at all, it's his utopian novel, where he has a "baby tender." I am not feeling like I want to read it, and I'm not sure why it was recommended to me. Skinner makes me

Anyone read it? Or is there another book where babies are cared for in plastic boxes called tenders?

I think it's a book by Sherri S Tepper.

Or not. LOL. I've read it...but so long ago that I can't really remember it.
