Need Ideas On How One Would Start A Teen Resource Center

Not sure if this is the place for something like this,but TAO is closed...I posted on another forum I'm on,I want all the ideas I can get.

After recently trying to search for things(counseling,healthcare,work,etc) for someone,I became frustrated.We haven't found anything yet..not even local pastors know of counseling or anything.I think this is a shame
Anyone,if one were to want to start a place,maybe with things like healthcare(or at least info on where they could go),abstinence/birth control,counseling,maybe mentoring,things like that...Where would one start?

Do you have anything like this in your area?What's it like??I know this would be a big undertaking but if it can be done,I think it'd be worth it.

Hmm, are there places in your community already providing those services or providing them separately as individual agencies?
How would you start? I don't know. I have thought about having afterschool program for at risk kids. Or Babysitting for teens. LOL Seriously I think there's a need. It would mostly be a supervised place to hang out, transportation to positive activities for kids too young to drive themselves. I dunno.
What about some of the agencies like Big Brothers/Big Sisters, YMCA?

We don't have enough stuff for kids who are at risk or just good kids needing a safe supervised place to hang out. We do have places for kids who are in a lot of trouble. (And a shortage of beds) We wait too long I think.
