We like Cape Henlopen State Park. There are nice hiking trails there. You can also take the ferry over to Cape May and walk around the town there (lots of historic Victorian houses and good birding- not sure if you could catch the tail end of the migration?) I hear Prime Hook, north of Rehoboth, has nice trails and paddling but I've never been there.
Most restaurants will be open but a lot of other places will be closed or have abbreviated hours. Beaches are usually guarded on the weekend through the end of September and almost all stores along the main drag are open full hours through Sept. I think a lot more is closed during Oct. If you're into antiquing (sp?) you could probably find a lot of funky little places just by venturing inland on some back roads.
We go to Bethany a lot during the off season and just hunker down to watch movies, take a lot of walks, ride bikes and visit state parks. It's a great time of year to be at the beach IMO.

I agree--October is a great time to visit. I think you'll find most places (shops, restaurants) open. Some of the boardwalk places might close during the week, but I'd be really surprised if they were--the area is becoming much more of a year-round destination.
I haven't eaten out in Rehoboth in ages, but I used to like the Thai restaurant--Thai By the Sea, I think--on Rehoboth Avenue close to the boards. There's also a local brewery & pub on the other end of the same street (the main drag), Dogfish Head. I've only been there a couple times, but it was good from what I remember.
There's also a big Halloween festival--Sea Witch--toward the end of the month.

You can take your older one to Funland, on the boardwalk at Rehoboth. The rides there are much more affordable than Ocean City.
