Unfortunately, that is the reason. Smallpox virus still exists in two places in the world: CDC in Atlanta and one lab in Russia. Among people who study bioterrorism, smallpox is thought to be a likely agent. It carries a high morbidity and mortality rate, and because the last known case was in 1977, it's fairly safe to assume that a large portion of the world population has zero immunity.
The release of smallpox for bioterrorism purposes could be absolutely devastating. Let's all hope it never happens.
