is this a gift? the best circs are addi turbos IMHO, but your knitter might already have circ set from knitpicks or something to that effect. did (s)he say she wanted circs?
in any case, there are many places that sell circs and most of them would ship quickly for extra cash. if you can narrow down what sorts of circs you're looking for (set? metal? wood?) i would be glad to help.
here is the knitpicks site
www.knitpicks.com. the metal circs are great for lace knitting, even more so than the addi turbos. so if your loved one is a lace knitter, i highly recommend those.

I would go with an interchangable set. I have denise ones and they are ok- I would love to upgrade to a set of options or harmony though.... so those are what I would recommend.

oh they're for you, yay! i love it when i can spend on myself. it's not that often these days.
ok, well do you like metal or wood? knitpicks has both metal needle circs and wood needle circs. the wood are rainbow colored which is beautiful. i prefer metal, but that's just me.

that is the link to the sets of needles. if you just want one pair, they sell them individually, too. that way, if you ever buy a set, you can use all of them interchangeably. what size yarn are you wanting to knit with? thats the way to make the decision about which size needle you want.
let me know if i can help. i'll be back on the site in about 14 hours (long shift coming up)

I have the Harmony wood interchangeable set from Knitpicks and I love it. I prefer wood needles and these are smooth and warm and beautiful to look at. I know there's been some debate about Knitpicks shipping, but I got mine in about four days - and it was free
