I wanted to update this thread. The school president met with me and she apologized. They called the licensing board, and the school was told they were wrong to pass out the notices, and there is no law. The president said the rule had been placed in the membership manual some yrs past, and they didn't know it was not proper procedure. I don't know if that's true or not. They were highly concerned when I slapped the Hipaa laws down in front of them with fines and jail time as one of the penalties.
They say they have taken the rule out of the membership manual, and they are glad I brought it to their attn, since another parent might not have worked with them. It's true that all I want is to work it out, since my children enjoy it so much there. I think I've accomplished what I need to, and I think the school responded properly, although a little clumsily at first. No other parent should get a notice like that, at that school, from now on.
