20mo - Teeth Look Weird?

My 20 mo has her 8 front teeth (4 up, 4 down). Her front 2 top teeth look "weird" - they are white, no "holes" or brown spots, but the color consistency is off. It is almost like some parts of the teeth are a denser white color than others. Sorry if this doesnt make any sense.

She does "brush" after meals (she has her own silicone toothbrush that she chews on).

We dont give her any fluoride supplements, and I dont think she gets any fluoride from her bottled water.

Should I be giving her some fluoride supplements?

Is it normal for the baby teeth to look like the color is inconsistent in the same tooth?

I checked her teeth with a flashlight while she was sleeping (she wont let me look in her mouth while awake)"

- her teeth have white streaks on them (all of them, even the new ones half coming in)

- a couple of teeth have indentations on the surface and are a darker ivory color - the upper front right 2 teeth.

a) any recommendations for calcium supplements (she wont swallow pills) - maybe homeopathic?

b) any recommendations for a good electric toothbrush?

c) could this not be ECC but be Fluorsis or a Calcium deficiency?
