Patter question, what does this mean?

Ok, so I haven't knitted anything but "flat" things (crochet, I have) and I am knitting a bad (that is to be felted) and part of the pattern I am just not sure what it means.

I am knitting on #13 circs, 24".

It starts with knitting 44 rows of 16 sts in st st.
They it says "with 16 sts on needle place marker (which I know what means, but how...I've never used stitch markers before ), pu 22 sts across long side, place second marker, pu 16 sts along short side, place 3rdmarker, pu 22 sts along rem side, place 4th marker and join the round"

How in the heck do i pick up stiches along a side? I just can't figure that out...

And will it matter if I used st st when I was supposed to use garter? I spaced out and used the same stitch as I did for my gauge swatch and don't want to frog it if its not necessary. Like I said, it's going to be felted anyhow...

Your size may be off if you used stockinette instead of garter. Garter makes shorter rows. Do you know what the dimensions should be, and how close yours is to that?

Put the marker on the right needle when the pattern tells you to, then move it every time you get back to it.

Picking up stitches is just poking your needle into the edge of the rectangle you just made, thus creating a new stitch on your needle. You'll want to do it evenly across each side, so you'll need to eyeball it to estimate where you want your stitches to be. I'm sure there are better directions out there. I just checked KnittingHelp.com for you, and didn't see it there (but that doesn't mean it's not there. )

Knitting Help has it under "Knitting Tips"

Thank you... the visual helped a lot. Just reading it was confusing me more I think.

She did it without any stitches on the needle though, anywhere you know where I could see it with stitches on the needle, not bound off?

Well, the side with stiches on it doesn't effect what you are doing, so it would be exactly the same. If you find it hard to manuever, I've used a crochet hook to pick the stiches up and then moved them to the needle.
