Reporting an unassisted birth in Hawaii

Does anyone have any information they can give me on reporting an unassisted birth in Kauai county? The mother had an unassisted birth, but is not a resident of Hawaii. She had her baby on some land owned by a birthing community. Someone called the Vital Statistics there and they said to register a birth in the State of Hawaii you must have proof (lease, electric bill, etc in the mother or father's name) that you are a resident. If you do not have proof you are a resident, or you are not a resident, they will report it to CPS as you are considered a homeless mother with a baby. ??? Could that possibly be correct? I've since made a phone call posing as a pregnant mother going to do the same thing as this mother did (have a UC there while not being a resident), to see if I can get some different answers.

That sounds odd that they would just declare a person homeless,what if the mom was a tourist and oops had the baby?How do they explain births in non home states or on The Farm? I'm not sure what a nonresident would do.Does the mom have any proof of residency from another state that she could use and say that she was just visiting here?
I'm a military spouse so my paperwork was a little different,the birth certificate was actually the easy part.
