Mary Poppins scarf

I'm going to be Mary Poppins for Halloween and I need help with her scarf. I have done some knitting and crochet but I need an idea of how to go about it.
Any ideas? Thanks!!

it reminds me of the free waterbottle carried pattern i found... the body of it anyways. I would also guess that it's at least fingering weight yarn, it looks very thin.

here's the pattern to the water bottle - see how it makes that V like in her scarf - that's the part i'm thinking...

Garter stitch on big needles would give a similar overall look and be very quick to knit. Technically, you'd want a lace pattern in there- something like (k2tog, yo) repeat to end of row, then knit all coming back, but that adds time.
